John McGarrity called the meeting to order at 7:10 p.m. with 26 attendees.    The agenda was distributed.  Camile Hackler moved and Lorraine Kirk seconded the approval of the agenda.

 

 Linda Stewart, Neighborhood Services Coordinator:  Linda Stewart from the City of Bellingham was introduced to the group.  She can be contacted at 360-778-8100 or lstewart@cob.org.

 

Treasurer’s Report:  Karen-Margrethe Brunn reported that the current balance for the CPNA is $_______.  In addition, there is $2500 for the planning academy and the City of Bellingham reimbursed the printing costs for the newsletter in 2008. 

 

Mayor’s Neighborhood Advisory Committee:  Camille Hackler reported that the planning academy dollars need to be spent and billed by the end of December.  She reported that work continues on emergency preparedness and she is willing to come to different neighborhoods and work with them on mapping and preparation for emergencies. One meeting has been held so far at Donna Holme’s house on N. Park Drive.  Camille noted that she attended the efficient meetings workshop and found it to be very useful.  It is time to turn in traffic calming/traffic management proposals to the city.  She reminded people that the waterfront open meetings are scheduled for Nov 13 and 17.

 

Project Development:  Linda Stewart reported that there will be a workshop on Saturday, December 6 on tips for doing neighborhood research for project development.

 

Fountain District:   John McGarrity reported that representatives from the CPNA,  Lettered Streets NA , and Columbia NA are needed to work again on planning for the urban village in the Fountain District.  Interested volunteers should contact John.

 

Cell Tower:  Discussion of the proposed cell tower in the Columbia neighborhood was held.

 

Small & Simple Grants:  Linda Stewart shared the revisions in the small and simple grant process with the group.  More emphasis will be put on neighborhood proposals or those cosponsored with a neighborhood associations.  Funding for the next set of grants will be awarded in early February.

 

Parkview at 50:  John McGarrity reported that donations to Parkview School resulted in a new metal salmon art piece for the school and new landscaping out front of the building.

 

Cornwall Avenue:  John Knowles proposed a follow up discussion on how the revisions to Cornwall Avenue are working for the neighborhood.  Issues have been raised about people speeding, the width of the bike lanes, etc.

 

Roeder Home:  Flip Breskin spoke to the group about the county’s plan for using the Roeder Home for county offices.  It was noted the Roeder Home is the only county park in city limits.  Discussion followed on how the Roeder Home has benefited the community.  Participants were encouraged to write to the county council members and elected officials with their thoughts on the new plans.

 

Street Improvements:  The city is studying the potential of traffic revisions on Meridian Street near the entrance to Cornwall Park.  The possible link to Squalicum Parkway east to James Street Road under the freeway continues to be studied.

 

Youth Center Update:  Rick Qualls and Chris Bowling reported on the status of the Broadway Youth Center.  They handed out packets of information on the center and invited people to participate in their holiday project.

Parkview Elementary School

The meeting was called order at 6:40 p.m. by John McGarrity with 35 in attendance.  The agenda was approved.

 

John introduced Ravyn Whitewolf, Engineer in Public Works for the City of Bellingham.  She discussed bicycle and parking lanes on Cornwall Avenue.  A straw vote was taken with 22 votes for bike lanes only and 13 for both bike and parking lanes.  Ravyn said she will be glad to answer questions if called at work.  Also, water main replacement on Cornwall reviewed by Ravyn.  Discussion.

 

Camille Hackler gave the report on MNAC/TIP.  She also distributed maps of Cornwall designating the bike and parking areas.

 

John spoke on the Fountain District, Small and Simple Grant, and Parkview Elementary School’s 50th anniversary.  He also told about the vandalism to gardens, chairs, etc. at Parkview.

 

Rick Qualls said that the Broadway Youth Center received a $ 5,000 grant from the Whatcom Community Foundation and $750 grant from WFCN.  Realtors from Windermere helped with landscaping and painting.

 

There was some discussion of the Planning Academy II.

 

Rick was thanked for the coffee and cookies provided by his wife and grandchildren.

Mitch Friedman called the meeting to order at 7:10 p.m. with 24 attendees.  Board members introduced themselves.

 

 Linda Stewart, Neighborhood Services Coordinator:  Linda Stewart from the City of Bellingham introduced herself to the group.  She started in October as the representative to the neighborhoods.  She can be contacted at 360-778-8100 or lstewart@cob.org.

 

Treasurer’s Report:  Karen-Margrethe Brunn reported that the current balance for the CPNA is $446.55.  In addition, there is $2500 for the planning academy and the City of Bellingham reimbursed the $700 for printing costs for the newsletter in 2007.  It was noted that the annual filing with the Secretary of State has been done.

 

Elections:  Bill Hadley facilitated the election process.  Karen-Margrethe Brunn, Treasurer; Keith Poynter, Area Rep 1; Camille Hackler, Area Rep 3; Rick Qualls, At Large; Cameron McLaughlin, At Large were up for election.  No additional nominees came forward.  Bill Hadley moved to accept the slate of officers and Emily Weiner seconded the motion.  The state of officers was elected by a verbal vote of acclimation.

 

Youth Center:  Chris Bowling and Rick Qualls reported on the status of the new Youth Center.  It is scheduled to open in a few weeks after the last projects are done related to the permit process.  The center will provide educational tutoring, art exploration, and community connection primarily for middle school age.  There are a large number of community partners working to make the youth center move forward.

 

Traffic Issues:  It was noted that the hospital traffic and the Sunset interchange continue to be an issue that needs to be addressed.

 

Planning Academy:  The City is in the planning process for a Planning Academy for neighborhood association representative.  Chris and John participated last year. 

 

Fountain District Report:  John McGarrity reported that he put forth a proposal in the last CPNA newsletter about possibilities for the Urban Village concept in the Fountain District.  Katie Hinton introduced herself and asked for a couple of volunteers from CPNA to meet with representatives from the Columbia and Lettered Streets Neighborhood Associations to begin working on the Urban Village planning ideas for the Fountain District.

 

Small and Simple Grants:  John reported that there are plans to submit Small and Simple Grants this year for the 50th anniversary celebration in May for Parkview Elementary School; signs for the CPNA for meeting notifications, etc; and grounds improvement in the grass area on Broadway.

 

Cornwall Park:  There is a new playground going in at the south end of Cornwall Park, just below Parkview School.

 

Open Discussion:  Mitch asked those in attendance what issues they would like to have discussed or needed clarification on.  People asked about the status of the historical project on the Broadway Platte, wanted to discuss speeding issues in the neighborhood, and traffic improvement planning.

The meeting was called to order by John McGarrity who distributed the agenda that was approved by the group.

 

John discussed the minutes of the previous meeting.

 

Mayor’s Advisory Council:  Linda Stewart no relation to Tim Stewart, Planning Director has replaced Kathryn Hanowell who has retired.  A $150 insurance policy for each neighborhood association was made and is free for the first year.  It was accepted by CPNA.

 

DOT Site:  There will be a meeting on October 30th at St. Sophia Greek Orthodox Church.  Edelstein Construction wants to put 30 houses on the site.

 

Youth Center:  Contact Rick Qualls if you wish to place your name on a brick outside the building.   The cost was not known.

 

Parkview Elementary School:  This is the 50th anniversary of the school.  Wendy Albrecht and Cynthia Lewis plan to work on the anniversary next spring

 

Posters of the new play area in Cornwall Park near the horseshoe pits were displayed.  Jonathan Schilk is in charge of it.

 

People are needed for Emergency Preparedness.  Meetings will be of 90 minutes.  The CERT program is also included.

 

With funds from the Small and Simple Grant 3000 crocuses will be planted around the base of each tree on Broadway.  Grass seed is also needed.

 

The fountain on Meridian and Broadway will be renewed.  Historic tiles and a water trough are planned.  All houses in the Fountain area have to be documented to make it a historical district.

 

The next general meeting will be in February 2008 and will include elections.  There are several positions available.  The next board meeting will be November 15th.

John McGarrity called the short meeting to order at 5:30 p.m. with  20 plus attendees.

 

John welcomed those in attendance and gave an update on issues facing the neighborhood including the small and simple grants, the new insurance plan, Fountain District infill, and Parkview School’s 50th anniversary (volunteers are needed).  Camille Hackler reported on the Disaster Planning efforts and Heidi Wassan reported on the status of the Broadway Platte Historical efforts.

 

 

The picnic followed the short meeting.  Thanks to Cara Williard who organized door prizes for the picnic.

John McGarrity called the meeting to order at 7:15 p.m. with 25 attendees.

Louise Bjornson and Don Gisher from City Council were visitors who attended the meeting.

 

Lorraine Kirk moved to approve the agenda and it was seconded by Chris Bowling.  The motion passed by acclimation.

 

Minutes:   The minutes of the November 9, 2006 and the February 12, 2007 general membership meetings were distributed.  Lorraine Kirk, former secretary, reviewed the minutes of the November meeting for the group. Linda Crawford, current secretary, reviewed the minutes of the February meeting for the group.  Bill Hadley moved that the group accept both sets of minutes and it was seconded by Chris Bowling.  The minutes were voted on and approved by acclimation.

 

Treasurer’s Report:  Laurie Prall reported that the current balance is $626.81  It was noted that Bill Hadley was able to reduce the cost of the newspaper printing which will be an ongoing savings to the group.

 

Bylaws Proposal:  Chris Bowling presented written copies of the proposed revisions to the CPNA bylaws which would address the components required by the City of Bellingham.  Chris read through each change with the group. Karen Margrethe Bruun moved that we accept the proposed revisions and it was seconded by Emily Weiner.  Leanna Williams made a “friendly amendment” that the words “or more” be added to the last section about where meetings would be announced.  The proposed bylaws were voted on and approved by acclimation.  The revised bylaws will be posted on the Northern Neighbors Web site.

 

Picnic:  John McGarrity announced that the picnic has been set for August 22, 2007 at Cornwall Park.  He suggested that we ask other neighborhood association board members to attend.  He asked for volunteers to organize the picnic and Heidi Wassan agreed to head up the committee.

 

Traffic Improvement Plan (TIP):  John McGarrity reported that there had been a City Council meeting the night before and the Council had passed a six year plan for traffic improvement.  There were no funds for the CPNA issue of a possible road under the freeway to provide access to the eastside of the hospital. (possibly underpass under I-5 near Orchard Ave)  They will continue to study the feasibility of that road.  Interested people will be doing a walking tour of the area soon to study the impact on wildlife and other issues.

 

Youth Center:  Rick Qualls reported that the group planning the Youth Center had had their first meeting with neighbors.  It was a positive meeting with about thirty people in attendance.  The Center will be on the corner of Broadway and Dupont and they hope to have it up and running by summer.  It will target middle schoolers primarily and will be focused on academics.  Big Brothers & Big Sisters, Rebound Whatcom County, and Whatcom Middle School have been involved in the planning.  Volunteers are needed.

 

Fountain District Report:  John McGarrity reported that conversations continue to occur about renewal of this area. 

 

Historic District:  Cara Williard, Heidi Wassan, and Karen Margrethe Bruun reported on their work of trying to get the Broadway Platte established as a Federal National Historic District.  They will have a meeting on May 30th at the Roeder Home to further explain this effort and to recruit volunteers to assist with gathering information.  There is a photo exhibition this month at the Roeder Home showing pictures of the neighborhood in the early 1900s.

 

Small and Simple Grants:  John McGarrity reported that two Small and Simple Grants proposals were approved this year.  One to improve the Broadway median by mulching, seeding, and planting bulbs (contact Noah Booker) and the other to begin designing a

Plan to improve the park where the fountain sits on the corner of Broadway and Meridian.

 

Mayor’s Advisory Board:  Linda Crawford read from a written report from our representative, Camille Hackler, who was unable to attend as she was at a meeting that night on neighborhood emergency planning efforts.  Her report covered the issues of library planning, neighborhood disaster planning efforts, proposed neighborhood updates by the planning department, water quality issues, the Green Power Challenge, and the Mayoral Candidate forum on July 18th.

 

Northern Neighbors:  The five neighborhood associations continue to meet to discuss common concerns.  Gina Gobo from CPNA is heading up the website work.

with a copy to John of information  to post to the web site.  John reported that about 160 people attended the mayoral candidate’s forum hosted by the Northern Neighbors group last month.  The group discussed some of the goals of the Northern Neighbors group.  Louise Bjornson explained the issue of the 1 ½ rule vs the 1 ¾ rule related to land use.

John McGarrity called the meeting to order at 7:15 p.m. with 44 attendees.

 

Ethel Carpenter moved to approve the agenda and it was seconded by Chris Bowling.  The motion passed by acclimation.

 

Mayor Tim Douglas:  Mayor Tim Douglas spoke with the membership about shaping the future of Bellingham.  He reported that 7-12 neighborhoods are currently updating their comprehensive plans.  Other issues he discussed were urban village planning, preservation and protection of water quality in Lake Whatcom, redevelopment of the waterfront, and affordable housing.

 

Kathryn Hanowell, Neighborhood Services Coordinator:  Kathryn introduced herself to the membership as the services coordinator for the Neighborhood Service Function Department.  Their department is:

  • Working with associations on neighborhood plan work which need to be submitted in December, 07.  Many were last updated in 1996.  CPNA’s plan was last amended in 2004.
  • Advising traffic issues that affect neighborhoods/annually addressing most important issues
  • Working on neighborhood emergency preparedness

 

Treasurer’s Report:  Laurie Prall reported that the current balance is $568.58.  The newsletter ads will cover the cost of the newsletter.

Fountain District Report:  Katie Hinton from the Columbia Neighborhood Association reported that CPNA and CNA are with the Fountain District business owners to set a vision for the Fountain area corridor.  They plan to do a walking tour with business owners.  ReStore and the neighborhoods are  interested in redoing the Fountain Park which is owned by the city.  A volunteer landscape designer is needed to work on the park plans.  Katie can be reached at the cob.org web site, under the Columbia Neighborhood Association section.  Rick Qualls reported on the Broadway Neighborhood Youth Center that is in the planning stages.  A fundraiser dinner to benefit the youth center will be held on 3/24/07 at Fountain Church.  Rick also reported on the “100 Steps from Your Door” effort designed to involve middle school youth.

 

Small and Simple Grants:  John McGarrity reported that there are plans to submit three Small and Simple Grants this year.  One is a 50th anniversary celebration for Parkview Elementary School (contact Wendy Albrecht); one is an effort to make the Broadway Plate a historical site (contact Karen Margrethe Bruun);  and one to improve the Broadway median by mulching, seeding, and planting bulbs (contact Noah Booker).

 

Mayor’s Advisory Board:  Our representative, Camille Hackler, told the attendees of input needed for transportation improvements in the neighborhood.  Additional information is in the newsletter.  The group discussed some priorities of the city related to major transportation needs in the CPN and the majority in the room supported the idea of putting in an underpass under I-5 near Orchard Ave where a path already exists.

Other ideas for residential street improvements can go to Camille until late March.

 

Northern Neighbors:  Five neighborhood associations have been meeting to discuss some common concerns.  They include:

DOT site:  Patrick McKee from the Sunnyland Neighborhood Association reported that the planning department recommended no rezone of the DOT site occur in 2007 and that it wait until the new neighborhood plan is done in 2008.  Other issues include: utilities/power lines, high pressure gas lines, Greenways, and the Squalicum Creek Rezone.

 

Squalicum Creek Rezone:  John reported that the planning department and the planning commission is recommending that the rezone of Squalcium Creek go forward.  The proposal will be on the agenda of the March 12 city council meeting.  John noted that the board is recommending that the rezone not go forward until the 2008 neighborhood plan is updated.  Mike and John Alsop and Jeff McClure spoke to the Squalicum Lofts proposal and answered questions of the group.

John McGarrity called the meeting to order at 7:20 p.m. with 27 attendees.

 

Barney Goltz moved to approve the agenda and it was seconded by Chris Wasson.  Passed.

 

John distributed maps of the North Master Plan Future Trails.

 

Lorraine Kirk read the minutes of the previous general meeting and the minutes were approved by Chris  Bowling.

 

Broadway Centennial:  Karen-Margrethe Bruun told the group that Heidi Wasson and Kathryn Brown had organized the Centennial.  It is wanted to have the Broadway Park Plat a historical site.  Karen introduced Jackie Lynch, Associate Planner and Katie Franks, Development Specialist of the Planning and Community Development Department who discussed National and Local Historic Districts.  We have City support.  At the Local District we can make the decisions.  The National District is the better of the two.  Sehome Neighborhood has done this in the National and the Columbia Neighborhood is getting the National.  Lettered Streets as well as several other neighborhoods want to be involved. Cornwall Park may be considered as a historical area.  Karen said they have a plan and hope to get it done in one year.  They have five people including Marlene Hadley who will help.  Anyone else interested contact Karen.

 

Treasurer’s Report:  Laurie Prall said we have approximately $300 in the treasury.  More ads are needed for the Courier as well as more members.

 

Mayor’s Advisory Board:  Our new representative, Camille Hackler, told the attendees of several  web sites which will give information on parks, Birchwood reorganization, and the preliminary budget.  The new mayor, Tim Douglas, was in charge of the session.  The new logo is on the stationery but will not appear on anything else.  Camille Hackler is replacing Barney Goltz who is stepping down.  Bill Hadley is the alternate.  John McGarrity discussed the “Just So You Are Aware” which is a monthly internet item about the City.

 

Board Changes:  Barbara Haddad retired as At Large Representative Position 1 and Barney Goltz is assuming that position.  Several other new board positions are available…Vice Chairman, Area 2 Representative, Area 3 Representative, Secretary and Treasurer.  If interested contact John McGarrity.

 

Hospital Expansion:  Barney Goltz said there is a tentative meeting with the City Council on December 4th.  There was discussion as to how the hospital affects neighborhoods.

 

Chris Bowling talked about helicopter and airplane flights over Bellingham rather than over the water which was the designated area.  He was told by the airport manager that Bellingham International doesn’t control flights that the FAA does.  Flight patterns come out of Vancouver, B.C.  Area residents should keep a record of when flights go over land.

 

Bill Hadley told the group there is a need for an ad manager and editor for the newsletter.  Our only sources of income are membership and ads.

 

Squalicum Creek:  Allsop wants to rezone the area.  Joy Ruby and Julie Flattery represented Allsop.  There was discussion.

 

Planning Academy:  John McGarrity and Chris Bowling attended the meetings and more information on neighborhoods is needed.

 

The Sunnyland Neighborhood is now functioning.

 

A large retail entity requested to have the property purchased by the RE Store.  They turned it down.

 

Indiana Street:  Two speed humps have been placed between Cornwall and Vallette and one has been placed between Vallette and Peabody. 

 

Greenways:  There will be a meeting on November 28th at Squalicum Boathouse.  How to spend the money will be discussed.  15 miles of trails are wanted on the North side as well as bike lanes.

 

The next Board meeting will be on December 7th at Fountain Community Church.
